On operating the Technician:

This is a technician.   Technicians provide two things: blueprint books and blueprints for basic items, to get crafters started.

 

Blueprints may also be looted or traded, but if you want to use them, they have to be stored in a blueprint book

 

Blueprints may be sold back through either the Technician or the Trade Terminal.
